Pleasant Lake Improvement Association General Membership Meeting
August 30, 2009  Sunday,   11:15

Board Members Present:  Chair Bayer, Vice Chair Sedey, Treasurer Froehlich, Secretary Peterson, Directors: Arfsten, Hogberg, Warner, KLundeen, VLundeen   

Not Present:  Dr.Strohschein

Minutes of the last General Meeting, Aug 23, 2008 read and approved.

Treasurers Report: Last year we ended the year in the red $500.   Current balance, $2,021 No outstanding  bills.  Expecting $1,000 from Wright County for weed program. Received $750 from City of Annandale, $1,000 from the Triathlon Club, $800 from the Little Falls Initiative Fund, $2,150 from dues & $375 from sales at the triathlon event. 

Weed control Program:   Cost  to Lake Restoration, $2,665.  DNR permit $750. The program was cut by 2/3 due to funding.   We are moving into our 4th year of a 5 year program.  We hope to resume full treatment areas this coming Spring.  Questions pertaining to volunteers treating the program areas to save on costs were raised and because of required training and equipment this would not be feasible at this time.  Board will continue to investigate future possibilities relating to this subject.  35 homeowners took advantage of the $750 DNR permit and treated the weeds along their shorelines.

Water Patrol:  Any member willing to serve on the water patrol is asked to contact Director Arfsten.  This is a Wright County Sheriffs Dept. program and is supervised by Deputy Joel Mackereth, Recreational Enforcement Division.  This is just one more way we can keep Pleasant Lake enjoyable for all. 

Water Quality:   Secchi dish readings are being gathered over the summer months and furnished to the Minnesota Pollution Control Agency.   They provide us with yearly trend analysis which we can use in monitoring nutrient and aquatic recreation suitability.  We also gather water samples  and have them analyzed for current water quality.  This service costs our association $220 per year.  Lake mapping is a program we are looking at.  This would be completed by an outside agency and would pinpoint areas of concern in maintaining a healthy lake.  In order to receive grant funds this type of report is often necessary.

Landing Signs:  Thank you to Director Warner for acquiring and the rapid installation of signs for all the lake landings warning boaters of weed transfer from lake to lake.

Lake Maps:   Maps of all properties owners on the lake distributed. Map updates will be included in the news letters.   Lake directory, with addresses, is the committees next project. We hope to include telephone #, lake address, permanent mailing address, winter address  and e-mail address.

By-Laws.   Article 4, Section 5.  Drop (the Saturday) in line 5 and add (or)after on. This will allow the annual meeting to be held during any of the summer months.

Motion by J Bishop, 2nd by Julie Sedey, passes.

Current Board member terms expiring  this year are Peterson, Sedey, Strohschein.  Peterson & Sedey have indicated an interest in remaining on the Board.  Any member wishing to serve on the Board should indicate on the membership dues forms which will be mailed out this December or by calling Chairman Bayer. 

Dues:   The board recommended an increase of $10 per year which will bring the dues to $35 per year. Membership  Committee Chairperson Julie Sedey reports  we currently have 86 members.   Motion to increase dues by Julie Sedey, 2nd by Barb Monson, passed.

Lake Restoration Inc. of Rogers, Mn. Discussed.   We have not asked for competitive bids pertaining to our weed program due in part to the favorable recommendation they receive from the DNR.  We have discussed the service they provide and measurability of benefits. We are satisfied with the information they provide and the continued support they receive from the Clearwater River Watershed Dist. and the Dept. of Natural Resources.

Police Chief Jeff Herr:   Chief Herr explained the Neighborhood Watch Program.  Officer Nancy Engfer is the coordinator of this program.  Chief Herr informed the membership that his office will be available for all lake homeowners.   He is well aware that many of our members live in Corinna and Southside Township.  Because of city property on the north side of the lake his officers routinely patrol that area.  He encourages all citizens to be vigilant & report any concern or suspicious happening to his office.  Neighborhood Watch Program Signs for neighborhoods can be purchased for $30.  He would like to see e-mail addresses for neighborhoods for rapid dispensing of information.

All board & general meeting minutes along with our new newsletter are on line thru the Annandale Web Site.  We hope to create our own web site in the near future for easier access.  If someone would like to help with this project contact Chairman Bayer.

A total of 45 members attended this meeting.

A picnic lunch was enjoyed by all after the meeting thanks to Denise Froehlich & her family.
